Pilot flood project OK'd; Flood district will oversee program with city, county

A two-year "Pilot Flood Management Project," which partners Yolo County with Woodland and the flood control district, has been approved.

 

The purpose of the project is to solidify an effective and consolidated flood management program.

 

John Bencomo, director of the county's Planning Department, said no single entity within the county has actual authority or responsibility for flood management, yet each agency shares in the effects of seasonal flood damage.

 

The project will cost $300,000 with each of the three agencies providing $100,000 in funding each year for two years. Supervisors approved the plan unanimously last week.

 

Money for the county's share of the partnership will be $50,000 each year from the roads budget and $50,000 yearly from its water resources budget.

 

"Over the past year, staff from the city, county and the (Yolo County Flood Control and Water Conservation District) have been discussing the challenges of our respective entities in addressing the consistent array of impacts from flooding over the years, be it seasonal overland shallow pooling, roadway and culvert damage, or flood conditions related to the overtopping of local sloughs or Cache Creek," according to an advisory to supervisors prepared by Bencomo.

 

"The clear consensus of opinion was that, as the individual entities, we had no actual authority, responsibility, or resources to effectively address these consistent and growing concerns," the staff report continued. "However, the group also discussed which of the three entities might be the best equipped to address these issues, if given the support and resources."

 

It was clear, the report continued, that the flood control district was in the best position to oversee and coordinate any joint endeavor.

 

According to the proposal adopted by supervisors, putting the flood control district in charge will provide a continuing focus, resources and responsibility toward flood protection. In addition, any ongoing flood protection solutions would require consistent funding for staffing, specialized equipment and maintenance.

 

By putting the flood control district in charge and providing the necessary funding, the district will in turn set up a separate division, which would focus 100 percent of its time on flood and storm drainage issues.

 

"Early successes on some pressing county drainage issues are seen as important in conveying progress in a tangible way," according to the county's staff report. "It is also anticipated that an early charge for the district would be to establish a funding mechanism for ongoing operations. This would likely be through property assessments within established benefit districts, if property owner support could be garnered."

 

Both the Woodland City Council and the Flood Control District Board of Directors approved the pilot program as proposed on March 6.  #

EVENT:      The Central Valley Business Incubator and California State University, Fresno’s International Center for Water Technology (ICWT) will hold a press conference to announce the grand opening of the WET (Water and Energy Technology) Incubator and the ICWT water technology testing facility.

 

A guided tour of the facility will immediately follow a brief press conference where Dr. John Welty, President of California State University, Fresno; Dr. David Zoldoske, Director of International Center for Water Technology and Craig Scharton, CEO of the Central Valley Business Incubator, will speak to represent each partner of the WET Incubator.

 

The WET Incubator will be home to five early-stage businesses specializing in water or energy technology. Information on each business will be distributed at the press conference. ICWT will be able to serve the region’s growing water technology industry with testing and certification resulting in better products, and increased water and energy efficiency.
